The preference threshold (p) for a given criterion corresponds to the smallest definition that you consider as definitely important when you compare to actions.

Usually it is easier to determine the value of p starting with a larger value and progressively reducing the value until you feel that your preference is not so much well established.

A good rule of thumb is that p should be smaller than the range of the criterion (difference between the maximum and minimum values) provided that the criterion is actually a discriminating one.
